Role Description

This is a full-time on-site Safety Manager role located in Charleston County, SC. The Safety Manager will be responsible for overseeing occupational health, safety training, environment health and safety (EHS), accident investigation, and industrial safety practices.

Job Overview:

 The Safety Manager is responsible for developing, implementing, and enforcing safety policies and procedures for underground utility construction projects. This role ensures compliance with federal, state, and local regulations while creating a safe work environment for all employees, contractors, and subcontractors. The Safety Manager will work closely with field personnel to prevent accidents, conduct safety training, and maintain a proactive approach to safety management. Bi-lingual candidate is preferred to facilitate communication on diverse job sites.

Key Responsibilities:

  • Safety Program Development and Implementation:
  • Develop and implement safety policies and procedures specific to underground utility construction operations.
  • Ensure compliance with OSHA regulations, company standards, and other relevant safety guidelines.
  • Regularly update safety protocols and procedures to address emerging risks and regulatory changes.
  • Safety Training and Education:
  • Conduct safety orientations for new hires and periodic refresher training for all personnel.
  • Lead hands-on training in safety procedures, including the use of personal protective equipment (PPE), excavation safety, and trenching procedures.
  • Provide specialized training in areas such as confined space entry, electrical hazards, heavy machinery operation, and first aid/CPR.
  • Conduct training in both English and Spanish to ensure clear understanding across diverse teams.
  • Job Site Inspections and Risk Assessment:
  • Perform regular safety inspections at job sites to identify potential hazards or unsafe practices.
  • Conduct risk assessments for each project to develop effective safety strategies.
  • Assist in the development of Job Safety Analyses (JSAs) and ensure they are followed during operations.
  • Incident Investigation and Reporting:
  • Investigate accidents and near-misses to determine causes and recommend corrective actions.
  • Maintain accurate records of safety incidents and prepare detailed reports for management, clients, and regulatory agencies.
  • Follow up on corrective actions to ensure incidents are effectively prevented in the future.
  • Safety Compliance and Reporting:
  • Monitor and ensure compliance with federal and state safety regulations, including OSHA, DOT, and EPA standards.
  • Prepare and submit regular safety reports to management and clients, highlighting safety metrics, trends, and areas for improvement.
  • Keep abreast of changes in safety laws and regulations and ensure compliance.
  • Safety Culture Promotion:
  • Promote a safety-first culture across all levels of the workforce.
  • Encourage open communication about safety issues and address concerns promptly.
  • Organize and lead regular safety meetings to engage the team and reinforce safety practices.
  • Foster inclusive communication and promote safety in both English and Spanish
  • Collaboration and Coordination:
  • Work closely with project managers, foremen, and supervisors to ensure safety measures are integrated into daily operations.
  • Collaborate with subcontractors to ensure they adhere to the company’s safety policies and protocols.
  • Serve as the primary point of contact for safety-related issues for clients and regulatory agencies.

Qualifications:

  • Education:
  • Bachelor’s degree in Occupational Safety, Environmental Health, or related field.
  • Relevant certifications such as Certified Safety Professional (CSP), Occupational Health and Safety Technologist (OHST), or Construction Health and Safety Technician (CHST) are a plus.
  • Experience:
  • Minimum of 5 years of experience in safety management, with at least 3 years in the underground utility construction industry.
  • Proven experience in managing safety on construction sites and knowledge of underground utility operations.
  • Skills:
  • Strong knowledge of OSHA regulations and other safety standards.
  • Excellent verbal and written communication skills in both English and Spanish.
  • Ability to assess risks, solve problems, and provide actionable safety solutions.
  • Proficient in Microsoft Office Suite and safety management software.
  • Strong organizational and leadership abilities.
  • Certifications:
  • OSHA 30-hour Construction Safety Certification (required).
  • First Aid and CPR Certification (preferred).
  • Languages:
  • Bi-lingual in English and Spanish is preferred to facilitate communication with diverse teams and subcontractors.

Physical Requirements:

  • Ability to conduct safety inspections in varying weather conditions.
  • Ability to lift and carry up to 50 pounds when necessary.
  • Ability to stand, walk, and traverse construction sites for extended periods.

Work Environment:

  • The role will be performed primarily in the field at construction sites, with occasional office-based tasks.
  • Regular exposure to outdoor elements, noise, and construction site hazards is expected.
